Filming on Tūpuna Maunga
A permit is required for any filming or commercial still photography on the Auckland's volcanic cones (Tūpuna Maunga – ancestral mountains) regardless of its nature or scale.
Auckland's Tūpuna Maunga come under the administration of the Tūpuna Maunga Authority o Tāmaki Makaurau Authority (Tūpuna Maunga Authority). The Authority is independent of Auckland Council.
The Public Trading, Events and Filming Bylaw does not apply to maunga, Screen Auckland process applications and issue permits on their behalf.
Note: As the bylaw does not apply, neither do the bylaw exemptions. Filming for any reason other than personal use e.g. news or current affairs, must obtain a permit.
When you apply for a filming permit, the potential impact of your activity on the maunga will be taken into consideration.
We take into regard:
- The spiritual, ancestral, cultural, customary, and historical significance of the maunga to Ngā Mana Whenua o Tāmaki Makaurau
- That the maunga are held by Mana Whenua for the common benefit of Ngā Mana Whenua o Tāmaki Makaurau and the people of Auckland.
Ensure that you allow for plenty of processing time for a maunga location, as applications for these locations require at least 20-25 working days.
- Application information
Please ensure to include:
- Synopsis of production
- Clear description of scene/shots proposed to be filmed on the maunga – applicants may be asked to provide the script of the proposed scene/shot and storyboards
- Proposed location, date/s and times
- Detailed site map of where the scene/shots are proposed to take place
- Numbers of crew/cast
- Type of equipment to be used
- Parking requirements – how many essential vehicles and where will they be parked
- Details of any on-road activity
- Health and safety plan
- Waste management/clean-up plan
- Copy of public liability insurance
- Potential benefits of the activity to the iwi/hapū, the Maunga Authority and/or the maunga
- No vehicles to the tihi (peak of the maunga is the default re. access)
- Either confirmation of no, or methods of reducing, physical impact to the site
- Plans around facility usage/portaloo hire
- Confirmation of what, if any Iwi groups are already involved in the production plans
When completing the form, please consider how clear and precise the information provided is. The clearer the information, the better the chance of the request being approved.
- Fees
Filming activity applications attract an application fee, once sent from Screen Auckland to the Authority for consideration. Once filming has occurred, there is a location fee as well as the Screen Auckland permit fee.
- Prohibited activities on Tūpuna Maunga
The following activities are prohibited on the Tūpuna Maunga. A permit application which includes any of these will not be approved:
- Smoking, drinking alcohol
- Promoting smoking or alcohol
- Ash scattering
- Open fires
- Off-road biking (including on walking tracks)
- Driving off-road on the maunga
- Off-road running races
- Any activity which degrades the physical, cultural, spiritual, historic, or geological value of the maunga
- Maungakiekie / One Tree Hill and Cornwall Park
The north side of the parklands is owned and managed by the Cornwall Park Trust. Screen Auckland does not process permits for this area.
- Te Pane o Mataoho / Te Ara Pueru / Māngere Mountain
This location is both TMA administered and a Site and Place of Significance. Filming at this location currently requires resource consent.
